SUMMARY OF POSITION
IREX seeks candidates for Chief of Party to work on potential media development programs in the Caucasus countries. The Chief of Party will maintain overall responsibility for meeting program objectives and will be based in the capital city. The positions are contingent on funding.

RESPONSIBILITIES AND DUTIES
- Provide vision and strategic direction for the program
- Develop and implement a plan of activities to meet program objectives
- Develop and maintain effective partnerships with local media organizations
- Serve as primary liaison with donor(s)
- Coordinate with local, regional and international organizations active in the media and civil society sectors
- Manage and mentor project staff
- Coordinate with home office
- Oversee project budgeting and ensure budget discipline
- Oversee monitoring, evaluation and reporting on program activities

QUALIFICATIONS
- Leadership experience in media development required
- At least 10 years professional experience in media-related field preferred
- Knowledge of and experience with using new media in development settings strongly preferred
- Expertise in transition countries required; previous experience in Caucasus preferred
- Experience managing donor-funded activities required; USAID experience strongly preferred
- Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
- Strong representational and organizational skills required
- Ability to function professionally and effectively in verbal and written English required
- Azerbaijani, Armenian, Georgian and/or Russian language proficiency preferred
