SUMMARY OF POSITION
IREX seeks a Chief of Party to launch and direct a possible three-year USAID-funded program to increase access to and completion of Junior High School. The Chief of Party will have overall responsibility for meeting program objectives, and will be based full-time in Accra. The position is contingent on funding.

RESPONSIBILITIES AND DUTIES
- Overall responsibility for meeting program objectives including general oversight and management of the program; providing strategic vision, fiscal integrity, quality and timing of deliverables; and, coordination with partners
- Develop and deliver a sequenced series of activities to meet program objectives
- Develop and maintain effective partnerships with country-based staff and partners
- Coordinate project activities with other USAID and other programs supported by donors and the GoG to seek to avoid duplication of efforts
- Manage and mentor project staff
- Oversee project budgeting and ensure budget discipline
- Oversee monitoring, evaluation and reporting on program activities
- Consult and liaise with the Ministry of Education, individual schools, school boards, teachers, students, administrators, local government bodies and international and domestic NGOs working in the education field in Ghana
- Extensive travel to regional project sites within Ghana for project management and monitoring purposes
- Maintain the quality, cost, and timeliness of performance of all work under this Cooperative Agreement

QUALIFICATIONS
- Master’s or higher degree in Education, Public Administration or other relevant field
- Minimum 10 years of direct management experience implementing successful programs to increase basic education enrollment and completion rates.
- Experience implementing education development projects in Ghana or other countries in Sub-Saharan Africa strongly preferred
- Substantial development project management experience required; USAID-funded project management experience preferred
- Substantial experience working as a COP or equivalent leadership position
- Demonstrated ability to effectively manage a diverse team of employees, including expatriate and local staff;
- Demonstrated ability to create and maintain effective working relationships with government officials, local government representatives, donors, and other partners
- Excellent interpersonal and organizational skills
- Ability to function professionally and effectively in verbal and written English required
