TITLE: Chief of Party, Civil Society Strengthening Program
REPORTS TO: Director, Civil Society Development Division

SUMMARY OF POSITION
IREX seeks a Chief of Party to launch and direct a possible two-year USAID-funded civil society strengthening program in Rwanda. The program is designed to assist the Government of Rwanda (GOR) to strengthen civic participation in Rwanda at the national level by facilitating effective and meaningful engagement between government, civil society, and citizens. The Chief of Party will have overall responsibility for meeting program objectives, and will be based full-time in Rwanda. The position is contingent on funding.
RESPONSIBILITIES AND DUTIES
- Provide vision and strategic direction for the program
- Develop and deliver a sequenced series of activities to meet program objectives
- Develop and maintain effective partnerships with local civil society organizations
- Serve as primary liaison with donor(s)
- Coordinate with local, regional and international organizations active in the civil society sector
- Manage and mentor project staff
- Coordinate with home office
- Oversee project budgeting and ensure budget discipline
- Oversee monitoring, evaluation and reporting on program activities
QUALIFICATIONS
- Minimum 10 years professional experience managing large and complex civil society capacity building or related programs in Africa or comparable setting required
- Advanced university degree in relevant discipline required
- Demonstrated ability to design and deliver effective capacity building activities for CSOs including, but not limited to, trainings
- Expertise in the African civil society sector, Rwanda experience strongly preferred
- Experience managing donor-funded projects required, experience managing USAID-funded projects preferred
- Grants program management experience for USAID or other international organization in Africa or similar environment
- Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
- Strong representational and organizational skills required
- University level French (speaking, reading, writing) and English required; Kinyarwanda strongly preferred
