International Expansion Program Manager

Background information
In 1987, the original team of authors and creators of the Escuela Nueva
pedagogical model founded the Escuela Nueva Foundation (ENF); a nonprofit
organization dedicated to the promotion and expansion of Escuela Nueva
worldwide, the assurance of its quality and sustainability, and its
innovation and adaptation to new contexts and populations. In 1988 ENF
adapted the Escuela Nueva model to urban regions calling it Escuela Nueva
Activa™ (Active New School), and in 2001 began the process of adapting the
program to serve displaced migrant populations through a strategy called
Círculos de Aprendizaje Escuela Nueva Activa™ (Escuela Nueva Learning
Circles)

What is Escuela Nueva?
Escuela Nueva transforms the conventional school. It is an educational
innovation for basic education, designed in Colombia in the mid 1970´s, to
provide complete primary basic education and to improve the quality and
effectiveness of schools, especially those that follow a multi-grade system.
It was implemented in more than 20.000 rural schools in Colombia and is one of the longest running bottom-up educational innovations of the developing world that has impacted national policy. Escuela Nueva provides active, participatory and cooperative learning, a strong relationship between the school and the community, and a flexible promotion mechanism adapted to the lifestyle of the child. Flexible promotion allows students to advance from one grade or level to another and complete academic units at their own pace.

Challenges such as high repetition rates and student dropout, low teacher
morale and isolation from community life are salient characteristics of
developing countries’ rural primary schools. There is also great dispersion
between teachers, educational programs, administrators and policies. Escuela
Nueva ("new shool" in Spanish) is particularly relevant and exemplar because
rather than ineffectively tackling each problem in isolation, it addresses
all these factors simultaneously in a systemic and cost effective way. It
has been successful precisely because it integrates curricular, community,
administrative and teacher training strategies to address educational
inequality and strengthen educational processes in low-income rural and
urban primary schools.

Escuela Nueva has been visited and studied by 35 countries interested in
implementing it, and it has served as inspiration for education reforms
worldwide. To date, fourteen countries in Latin America and approximately 5
million children have benefited from Escuela Nueva.

The Position
The Escuela Nueva Foundation’s International Program aims to strengthen and expand the Escuela Nueva model worldwide. We specialize in implementing the Escuela Nueva Activa model in new countries, communities and contexts in Latin America and around the world through strong local partners that share our vision and interest in fully implementing the Escuela Nueva model and its strategies.

The Escuela Nueva Foundation in Colombia is searching for a professional to
lead and manage the international expansion of ENF in LATAM, Africa and
Asia, crucial for reaching the organizations impact and financial goals over
the next years.

Contract type: Full-time employee
Reporting to: Executive Director

Key Interfaces:
o  Executive Director
o  COO
o  Chief Development Officer
o  Program Managers
o  External partners (NGOs and others)
o  Major donors, clients

Key Responsibilities
o  Establish EN in countries in Latin America and the Caribbean, Africa
and Asia
o Review and execute the international expansion strategy (priority
countries, operational model, business model, etc.)
o  Develop and manage relationships with NGOs partners, international
organizations (such as World Bank, IBD) host country officials and major
donors
o Oversee local pilot/program implementation
o  Oversee adaptation of EN model in other cultural context in
coordination with ENF’s technical team
o  Monitor development and sustainability of EN in partner countries
o  Prepare and manage program budget
o  Play an active role in business development and proposal process
o Be a thought leader and participate in forums for international
education

Key Qualifications

o  A graduate degree in business, economics, international affairs,
education, law.
o 10+ years experience working for international organization
o Strong track record in initiating and implementing projects
o On-site experience in developing countries (pref. Africa or Asia)
o Experience with large multilateral organizations, public/private sector
o  Extensive personal network in private and public sector
o  Ability to communicate, negotiate and present effectively and fluently
in Spanish and English
o International work experience
o Interest and willingness in learning and receiving basic training on
Escuela Nueva
o Ideally, strong understanding of education, educational sectors and
systems in the developing world
